Well - this is own conclusion : have search books and internet for almost week. Did not found any reliable information. Nothing.
Plate of the camera has stamp Heag XVI - with options for roll film, or for the plate . They way XVI was made . But if you look at the lens and the shutter, that it is easy to see that they are from Heag II series II camera.
so, I would like to believe that this is rare factory error
if anyone has any info, that it may help, and I would appreciated
